What are the three SEEMP parts?
SEEMP Part I covers ship energy efficiency management, Part II covers the IMO fuel oil consumption data collection plan, and Part III covers the ship operational carbon intensity plan.
When is a corrective action plan needed?
A vessel rated D for three consecutive years or E for one year must develop a corrective action plan showing how C or better will be achieved.
Who should own SEEMP Part III actions?
Ownership should be shared between the vessel, technical superintendent, marine superintendent, operations/chartering and management. The master cannot solve CII alone if commercial instructions drive inefficient operation.
What evidence should be retained?
Keep CII calculations, data corrections, monthly reviews, speed instructions, hull/propeller records, engine performance reports, weather routeing evidence and action closure records.
